As President & CEO of The Coulter Mitchell Group LLC, Kathryn Coulter Mitchell draws on decades of federal governance and senior leadership experience, including service as Acting Under Secretary for Science and Technology at the Department of Homeland Security and Chief of Staff for the Cybersecurity and Infrastructure Security Agency. She also brings 15 years of experience on Capitol Hill and in the private sector, giving her a rare, 360‑degree view of how policy, regulation, and technology decisions are made and implemented. Kathryn now applies this insight to help government and regulated‑industry clients anticipate change, reduce risk, and turn complex challenges into clear, actionable strategies—improving program performance, accelerating decision timelines, and strengthening readiness for the next wave of policy, regulatory, and market shifts
